This is the sale from a few years back (spring 2013: the discs went for a reputed $10,000 and the new owner has reportedly refused access to anyone) but of interest nonetheless: The "box set" referred to is, of course, The Smile Sessions.

Why would disc 3 have a snippet of the 20/20 version? Do they mean the track later used for 20/20.

Yes, and that fragment is common to the first three acetates, for some reason.

As tantalizing today as it was reading this in 2013. Very frustrating that this stuff is under lock and key.
I suppose the Great Shape fragment probably came from Disc 5. I would desperately love to hear especially Discs 5 and 7.
I recall at the time The Smile Sessions box set came out, we heard that the Durrie Parks acetates were auditioned but nothing new was found. Were these particular discs found later, or what exactly happened? Do we know?

How is it legal to release something like this? It's essentially a recording made without the owners knowledge or permission.

The owner of the acetates does not own or have any rights to the sound contained on them — they only own the physical media. Mark was acting on behalf of the sound recording copyright holder. If you have an unreleased acetate or tape, the only leverage you have is that you don’t have to play it or copy it for anyone. If the copyright holder knows about it, they can approach you about making it available, but you don’t have to oblige. But if you make a copy for anyone, or play it for anyone, the copyright holder can get it from them. (PS: For the record, Mark and Alan have copies of everything in my collection.)

Then I read that "something very significant was found that is currently unreleased and unbooted". Supposedly, "there's an unheard H&V edit containing unique versions of IIGS and Children Where Raised sections". There are one or two sides that transition “Who Ran The Iron Horse” to the verse of “Heroes and Villains”. In January 1967, an experimental edit of the verse of “Heroes and Villains” was assembled that quickly transitioned to “Bridge To The Indians”.
Of course this is all open to debunkers.
Then I believe I read a post from Mark Linett stating that he'd heard the material but the buyer of the acetates would not allow him to copy any material from them.

I don't see how that's an "experimental" edit to me. It sounds quite deliberate. He wasn't those 2 sections around to try and see if they fit together: they were written to work only that way. "Bridge to Indians" is basically an earlier version of that dumb "Hum-bee-doo-bee-doo-wah" bridge in the Smiley Smile version of "Heroes and Villains". The "Children Were Raised" edit is pretty easy to make, but I have a ton of questions to ask Mark about that "I'm In Great Shape" recording. Another person who heard it said it had a Piano in it, but Mark says it's just a string overdub (which all I hear too). But that snippet is a 3-bar loop of that final part of "I'm In Great Shape". I'd like to hear the whole track of that. Did the piano play for a few bars then the string came in? Why would Brian put only a string overdub onto an acetate? What version of the "Heroes and Villains" verse is on that acetate? The acetate with "Bicycle Rider" contains an unheard version of the "Heroes and Villains" verse. And the biggest question: How did those 2 sides transition "Who Ran the Iron Horse?" into "Heroes and Villains"? Were they just cut together, or are there ACTUAL transitions?
