I think a lot of people have already said this, but why can't the vintage tapes be released in their unfinished form, like the Smile Sessions was? Surely that would be ok?
Of course, adding a few basic parts if anything is seriously unfinished would be nice, and that would cost far less than $40k.
Other than that, my last reflection is that at the very least the vintage tapes as BW/Fred worked on them in '70 should be released as-is in addition to the fully finished versions, so as to retain their integrity.

I love Fred, can listen to him talk all day actually with his knowledge and sincere love for the group and music. It would be good to finally hear the finished recording, but 40K to get it done? That's a lot of money! We're not talking Adele or Ed Sheeran here, where it would be chicken feed for them, we're talking about a guy who's nearly 80? himself, that is an associate to The Beach Boys,
who is wanting to add new instrumentation to old recordings and make a half produced Brian Wilson Country record. I just don't see the sales or the return on his investment. There's that thing with messing with old tracks and new sounds too that always sounds 'out of place'.
These are also 'old' Country cover songs with admittedly, some of the best musicians in the business on the tracks, but he is no Keith Urban either. Apart from the die-hard Brian/Beach Boy fans, I can't see who this would appeal to.
Even with Brian's name attached to it, I don't think it'll move any mountains, but best of luck to him.
